How is 91社区 doing? 

• 91社区 (LVJUSD) provides excellent teachers, safe and modern learning environments and strong academic programs to over 13,200 local students. While LVJUSD’s strong schools are at the heart of the community, a local funding source that helps maintain our high-quality education is about to expire.

How has local parcel tax funding supported our schools and students? 

• Our schools rely on locally-controlled funding to retain quality teachers and core academic programs. LVJUSD’s first parcel tax was approved by voters in 2004 and renewed by local voters in 2008 and 2014. This parcel tax (Measure G) provides local funding for 91社区schools that cannot be taken away by the State or other school districts. Measure G supports many of our schools’ enrichment programs, including:
  • Elementary science and TK-12 technology specialists
  • High school advanced courses in math, science and engineering
  • Student devices including Chromebooks, iPads and printers
  • Academic support materials such as textbooks and high school science lab materials
  • Campus safety systems, fire safety systems testing and upgrades and entry security systems

Measure G funding is set to automatically expire in July 2022. 

What happens if the local parcel tax funding expires without renewal? 

• If this local funding expires, the District will lose approximately $4 million in annual local funding. Cuts of this magnitude could require laying off at least 60 teachers, increasing class sizes and losing educational programs such as science, technology and elective programs. 

What is the District’s plan to address the expiring parcel tax? 

• To help avoid teacher layoffs, larger class sizes and cuts in educational programs, on February 1, 2022, the 91社区91社区 placed a parcel tax renewal measure, Measure A, on the May 3, 2022 special election ballot. Measure A would extend, but not increase, the current annual tax rate of $138 per parcel for 7 years, and provide a stable, dedicated source of local funding. 

How would the renewal measure continue to support 91社区schools? 

• If approved by 66.7% of voters, funds from Measure A would: 
  • Provide elementary science and TK-12 technology specialists
  • Attract and retain highly qualified teachers
  • Maintain academic achievement in math, science, reading, writing, engineering and technology
  • Keep classroom technology and curriculum up-to-date
  • Maintain small class sizes

What fiscal accountability provisions are included?

• A renewal measure would continue to require a clear system of accountability, including: 
  • All money raised by Measure A would continue to be controlled locally and only go to 91社区schools 
  • No funds could be taken away by the State 
  • By law, no funds from Measure A could be used for administrators’ salaries 
  • Measure A would require independent citizen oversight, annual audits, and reports to the community to ensure the District uses the funds as promised
  • Senior citizens over the age of 65 would continue to be eligible for an exemption from the cost of Measure A

Would this measure increase our tax rates?

No. Measure A extends, but does not increase, the current annual tax rate of $138 per parcel to continue. 

How long will the renewal measure be in place?

If passed, Measure A will go into effect when the current measure expires and will be in place for 7 years. 

Didn’t the District receive money from state and federal governments for COVID related issues? 

Yes. However, while LVUSD and other districts received one-time funding from both the state and federal governments for Covid relief, this money was directed to accommodating distance learning last school year, including technology needs for students and staff; as well as modifying ventilation systems in all of our schools, increasing the daily cleaning services and other adaptations to ensure our schools are safe for students and staff. This was one-time funding that cannot be used to support lower class sizes and to pay for teachers’ salaries.  

Would any exemptions be available?

Senior citizens over the age of 65 would continue to be eligible for an exemption from the cost of Measure A.

How can I learn more about the existing citizens’ oversight committee?

• The citizens’ oversight committee regularly reviews Measure G expenditures and provides annual reports to the community. The reports have consistently found that funds have been spent as voters intended. You can view the committee’s reports by going to /Page/6871. 

Didn’t we just pass a measure for our schools in 2016?

• Measure J, passed in 2016, is a local bond measure. A bond measure provides local funding to make improvements to classrooms, buildings and facilities, whereas a parcel tax provides funding that can be used toward teachers, academic programs or classroom supplies and technology. 
• Measure A would simply renew local funding our schools already rely on to support academic programs and teachers. 

When is the election? 

• Measure A will be on the all mail May 3, 2022 special election ballot. Voters will receive their ballots during the week of April 4, 2022.

Who can vote on this measure?

• All registered voters in 91社区 are eligible to vote on Measure A.
